BAI2 Intraday memo records for 07X records from line 03

All - I am trying to create memo records for 07X records from line 03 and below is a sample of BAI2 bank statement.

I have read the below link - https://archive.sap.com/discussions/thread/2087238 and verified all my configuration and they appear intact. Still memo records are not created for 03 records but for 16 detail records memo records are created. Does the memo record for 03 line 07X BAI code get created while uploading the statement in FF_5 or during FPS3 ? What I am i missing here.
