Target Population Customization

I wanted to add custom fields(specifically EP custom fields from Job Info element) as category to filter target groups, but I cannot find the way to do this.

Here is a screenshot from a demo instance that shows it is possible to add picklists. This is exactly what I wanted to do.

Can anybody please help me with this?

Is there anything that should be enabled in the provisioning first?

Can this be done in the instance only? Or we need to modify a data model? If yes, what data model?

Kindly give specific instructions as I am still not very familiar with the environment.
