What transaction is "during the blanket PO"?

Based on this little and inaccurate information I can just imagine that it is probably a misused SAP message in own coding (user exit/BAdI)

Use transaction ANST to analyze your transaction

ME083 is usually a message that tells you that you missed to enter a mandatory field. The text is variable and corresponds to the field which you ignored to fill.

press F1 in that field to know for what purpose it has in standard

press F4 to know which values you can enter

In the customizing for field selection (field selection keys AKTH, ME21N, NBF), the field reason for cancelation (ABSGR) is set as mandatory, because of that you get an error

As this field does not come as mandatory from SAP somebody in your company must have customized it to be mandatory, find this person and ask for the reason. He/She probably uses this field for a different purpose than originally intended, or just did something wrong and unexpected while customizing field selection. Customizing has a change history, so it should be easy to find the person who caused your trouble
