SMP 3.0 Services are not getting started when SMP 3.0 is upgraded to SP12 from SP7

Hi Expert ,

We have currently SMP 3.0 Sp7installed in our environment and we are upgrading it to SP12. While upgrading at the end when SMP 3.0 start services it get stuck in 99% and smp 3.0 services are not getting started. When we checked log we found that only 163 of !64 bundle is getting initialized while in the OSGI log this is the log
