Offcycle Payroll Issue

I have this issue with offcycle Payroll run. I know that Offcycle payroll can be run for anytime other than the normal payroll cycle. But there are some cases wherein I requires me to have the payroll run till the period in which i am giving the offcycle payment and at other times it does not allow me to do this.

For eg. For an Adjustment entry I cannot have payroll run till the day I am giving the offcycle payment, but for a bonus payment I can have the payroll run till the offcycle payment date.

Why is this so?

Say for example, The payroll period 01 2007 is from 1st Jan to 15th Jan and I want to make an offcycle payment on the 10th. Now for some offcycle actions I need to have payroll run for the payroll period till 15, while for some it should not be run. On what basis is this decided?
