When I login to the portal and click on User Administration-> Users I get the folowing error in the main page

We thought the problem was due to some patches applied on the OS for dayLight savings, but this happens on some other systems also where these patches have not been applied.
DB admin password had to be reset for some purpose and from then onwards this exception comes. Any pointers? Please suggest.
