Customize error handling through Redwood cronacle

Hi I am trying to schedule a job through Redwood cronacle and have following requirements:

I have:

step a

step b

When any Step fails, it has to send an email , It has to be restarted 2 times and once step1 fails step 2 should not be chained and should run.

As of now the email is getting triggered if any step is failing(I have configured it through scripts and used <email</email> tags in documentation)

The step is getting restarted twice through process status tab.

The issue is:

I want when the step a fails it should be restarted twice , should trigger failure email and the step b should run even if step a is in error or is completed but When step a is failing it is getting restarted twice but step b gets chained and an error mail is getting triggered ,

I tried using error handlers ,now through this step b is running even when step a is in error but error email is getting triggered thrice as the step is getting restarted twice.

Is there anyway we can fix this through scripts and without using preconditions/handlers.

Could any one please help me solve this issue ASAP.
