Hi All,
One of client requirement is that Approver shall be able to delegate their approval authority, by role and cost center, to other users.
Example:
lets say for a cost center A - X is the manager
and for cost center B - y is the manger
again X is the director for cost center B. lets say X is leaving on vacation and he wants to assign his manager approvals to X1 and director approvals to Y1.
I know this is not standard in SRM. Is there a way that we can ahieve this and if so what is the amount of customization we need to deal with.

Hello Harshika,
SAP standard substitution is by user.
I know customer who creates a report which maintains substitute table HRUS_D2.
The report reads CC owner and set it in the substitute table.

Case A: inbox substitute:
The approver knows person x and y, he can set substitute manually. If he is not sure who is the person x and y, you can provide some Z report to find the person x and y.
Case B: task based substitute:
For example, HR approvals are delegated to the person x and Procurement approvals are delegated to the person y. There is the substitute profile function.
Is your requirement case B ? I'm not clear how you recognaze the workitem for manager approval and director approval.

It's an interesting and good requirement.
Have never tried this. But substitute profiles may be an idea that can be used here.
SRM uses generic workflow concept of WAS and so, I feel you shd be able to use the concept here also.

Yes, Check-Badi will be part of the solution.
But, you need to provide a field (or multiple fields) for the user to input the reason and for you to check. So, you need to use Customer fields (note 672960) as well.
Observed that the workflow guru (Masa) also given his comment on your substitute problem.
