Variants not show in NW04S Query Designer & Analyzer but Show in RSRT

We upgraded from 3.5 to NW04S and could no longer see any query variants. I executed RSR_VARIANT_XPRA and its output showed all the variants were converted successfully. It wrote over 12000 records to the RSRVARIANT table.

When I go to the NW04S query designer or analyzer tool for a query, I can't see the variants in the "Available variant" drop down list. However, when I go to RSRT, bring up the same query, click on "Load Variants", I see the correct variants.

How come I can't see these same variants in NW04S query designer and NW04S analyzer in the "Available variant" drop down box?
