Is there a way of bypassing auth checks by using tcode SE93?

After checking an audit report for a user, the below stuck out like a big sore thumb. To me the below looks like the user has failed a check for SE37 and then managed to access it through the transaction SE93. Does anyone know this is possible? because I am unable to recreate it.

Hi Max

the user might have pressed the test function button in SE97 which bypassed the S_TCODE check actually assigned. It meant they would have required S_DEVELOP authorisation (or possibly S_PROGRAM)

Try to go to transaction SE97 to look at SE37 definition and then choose test
