Solman 7.1 Oracle Partition License

Hello,

Can you point me at a SAP note or master guide that states the Oracle database license requirements for installing Solution Manager 7.1 ?

I see that Solman 7.1 contains BI content and BI technology, which means that it implicitly requires Oracle partitioning, but if the BI content is not used (admittedly it will severely castrate the use of Solman), does it require Oracle partitioning?
I'm thinking of download basket authorisation and MOpz only...
