Alert Monitoring not working

Hi,

I have done the following things in XI for alert monitoring, however alerts are not triggered automatically:

1. Imported category in ALRTCATDEF

2. Assigned fixed recepients for the same

3. scheduled jobs SXMS_ALERT_PROCESS_DATA_GET and RSALERTPROC

4. Created rule in RWB using the alert cat defined in step 1.

5. Role SAP_BC_ALERT_USER is assigned to ids which are in fixed recepients

6. Configured SCOT

When i run report RSALERTTEST it triggers mail to the fixed recepients as well as my alert inbox but does not happen automatically.

Is it neccessary that the id under which alert cat was defined should have all ALERT rights as we have imported the alert cat from another system and hence the id under which alert cat was defined is not there in present system.
