Need of writing START-OF-SELECTION before creating object ?

Hello All,

Before creating an instance of a class using the CREATE OBJECT statement

if the START-OF-SELECTION statement is not explicitly mentioned, we get an error 'Statement not accessible'.

Normally START-OF-SELECTION is implicit. Then why this error comes in object oriented programs.
