Wrong jurisdiction tax in sales order

Hello,

In my sales order, condition JR1 is not determined b/c "Condition record is missing". I checked pricing analysis for JR1 and the tax jurisdiction in doc (CA0000000) is different from what I maintained in the ship-to party master (CA0012000).

Any idea why this could be happening ?
