Can we use Process chains using Flat file? please explain

If you mean load data from a flat file from a process chain, then yes, but only if the file is in a directory on the Application Server (visible through tcode AL11). If the flat file is on your workstation, you cannot execute an infopackage in background, therefore you cannot execute one in a process chain.

A job running in background cannot recognize your workstation. Therefore if you need to load data from your workstation, you can only execute an infopackage manually. Sorry. Unless there is a way to copy your PC file to the Application Server into your own directory.

This is a job for your basis or server admins.

They can create a directory on application server and authorize you for access.

Then you can map this directory to a logical drive in windows explorer on your work station and save and store files in the usual way.
