What changes can We make to the master data, When payroll control record is set to releases for payroll?

You should be able to do changes to Infotypes that are not used during Payroll Processing, such as IT0019.
Use table view V_T582A to compare the Infotypes' Parameters.
we Cannot make any changes.... data is locked for payroll processing
