Your screen shot is showing that Activity number is missing in your PO.

That means system is not able to find the service master number.

As seen in the image, please enter the tax tariff code in the service master.

Also clicking taxes in the item level would not display it for service PO's.

You would have to go to the services tab in the PO and the select the line of the service, the click on Go To. In the drop down you would have to click on taxes.
