SAP crypt SQL User?

What is this user for? He is in my SAP Business One databases and Microsoft BSA is saying the username has a bad password (insecure).

I am not 100% sure what you mean - maybe you would rather want to discuss the case with SAP Support?

Anyway, in "older" versions of SAP Business One a default user was supplied to facilitate using DI API.

In DBs created with SAP Business One 2005ff this user is no longer created by default - and it was never really needed when an Add-On developer cared for security.
