Portal People Picker in Substitution rule creation in UWL

Hi All,

I want to create a substitution rule in UWL

but i am unable to search for people whom i can assign my task as when i enter the unique user name in people finder dialoge box it returns zero search results though the user does exist in the portal can anybody help whats the problem.
