Cost Center Report - No Activity Costs (after upgrade to EHP7)

Dear Experts,

I have an issue with standard Cost Center Report S_ALR_87013611 after system upgrade to EHP7.

Report is not showing activity costs that are recorded on a Cost Centers if we leave the fields on selection screen to specify Cost Centers or Cost Center Group empty (it is showing all Cost Centers and all other costs, just no activity costs).

It is showing the activity costs only when we enter any combination of Cost Centers or Cost Center Group on the selection screen (so after entering range 0 to ZZZZZ or Standard Cost Center Hierarchy Group the activity costs are displayed).

We have tried copying the report group (1SIP) from client 000 in transaction GR59 and regenerating report group in transaction GR55 but without any effects. Everything that i found on the internet or in the OSS Notes suggest only this two solutions.
