Create client dependent tranport route by using virtual system

Hi, GURUs.

I'm creating tranport route between dev and qas by STMS.
And I have a problem now, so I need your kindly advice and help.
Our transport route should be as below in the end.

Dev(300) -> Qas CLIENT(100)
|--> Qas CLIENT(400)
|--> Qas CLIENT(410)
|--> Qas CLIENT(450)
|--> Qas CLIENT(460)

But QAS sever has not been implemented yet. However development team started to develop already.
So I try to create the client dependent transport route by using virtual system and transport target group.

Dev(300) -> Qas CLIENT(100) virtual system
|--> Qas CLIENT(400) virtual system
|--> Qas CLIENT(410) virtual system
|--> Qas CLIENT(450) virtual system
|--> Qas CLIENT(460) virtual system

However distributed and activated button has been pushed, error occur.
Error message was as below.

Configuration of SAP system Dev is inconsistent Message no. 0T401
Configuration of SAP system Qas is inconsistent Message no. 0T401

What's wrong in my thinking and operation?
Could you please teach me the root cause and solution?

When system gives this message, click on it to get details to see what it is complaining about. It could be different tp parameter settings.

However I have confirmed detail message yet. Message is as below.

Configuration of SAP system H** is inconsistent Message no. 0T401

Diagnosis The transport routes of the SAP system H** are maintained with and without clients. The transport routes of connected SAP systems all need to be defined in the same way with source and target clients without a client specification.

System Response You cannot activate in the SAP system H**.

Procedure Maintain the transport routes either with or without client.

And I cannot find that how to set the client information on virtual system.

So I afraid that it is impossible to create client dependent transport route by using virtual system.

If you have a good solution , could you please advice and help me ?

Dear Imtiaz Karedia,

I have solved the problem.

Maybe two transport route that system automatically create has a problem.

One transport route is on the standard transport layer "SAP", another is on the "H<SID>".

I delete the these transport route, then the error is not happened.
