Problem obtaining hardware key on new SAP 9.2 system

I have just installed two identical windows 10 systems for development/testing and one of them has a problem with the service manager license settings button which hangs. This prevents me from obtaining a license key file. I have re-installed the tools and whole SAP system.

Is there any way of obtaining the hardware key from a newly installed SBO system?

Problem is that the server is already running an app on port 30000. This is likely to be Intel True Key. Solution is to either change the port number that the license server is running on or stop the Intel True Key service.
