How can PO approver write a comment that is not changeable

Currently P.O. approver writes a comment in Header text which can be edited and deleted by P.O. creator. So there is no record of what the approver wrote while approving.

I think to achieve this goal you need to make use of a BADI or exit and check for example whether the user has the authority to release this document and then send an error message and do not let the user save the changes if he doesn't have this authority.

I saw recent OSS notes about the Fiori App to release a PO that also adds a text, and it was just said that a user should not respond to this text by adding another line via the the backend transaction (ME22N). That gives me the impression that even in S4HANA there is no such option that is wanted by you achievable with plain customizing.

Currently approver is using ME29N to approve/reject PO. If for e.g. lead procurement rejects any PO and writes a comment in Header text, PO creator makes some changes accordingly and updates the header text by writing his own comments, now lead procurement has no clue what did he wrote previously or why did he actually rejected the PO.

In another scenario, 4 authorities are approving P.O., each authority wants to add his comment, but currently comment written in Header text can be changed by later approving authority or even the P.O. creator whenever he wants.
