Why am I able to edit Lead Notification Rules in two locations?

I am attempting to edit the lead notification rules (change who receives the notification) and I attempted to do this in the Fine Tuning section under Business Config, as well as under Administrator > Workflow Rules > New Rule. Within the Fine Tuning section, I'm able to change the duration of the lead notification being sent to the receiver. Within the Workflow Rules, I'm able to adjust who receives the notification from the aging lead. Shouldn't I be able to adjust these both in one location? Am I performing these functions incorrectly? Please advise.
