Currently in Solution Manager we can set the document to Complete status which locks the document for all changes, however a user is still able to delete the document even if it is complete status. Is there a way to disable deleting documents that are in locked status?

it is not possible to delete a document which is locked for changes. I guess what you mean is that someone removed the link to the document from the process structure. This does not delete the document, you can verify that by searching the document, it is sill in the document repository. It is not possible to prevent this at the moment.
Removing the link is recorded in the history of the tab, so you know who removed the link to the document and you can talk to him. I guess there might be a reason why he did that.

What document repository are you referring to? If you click on the History button for the entire document list, you are unable to open anything there. If you click on the History button within the document attributes, you are able to open. However, if you remove the link to the document you wouldn't be able to access its attributes anyway.
We are using SolMan for a final repository and it is raising a lot of concern that locked documents can't be changed, but they can be deleted.

This seems like merely a work-around. Documents with a status value that is locked for changes should not be able to be checked out or have even the links deleted. The proper functionality does not work correctly. I have worked w/ a security team and they are unable to resolve this problem w/out disabling the needed functionality as well (such as adding documents) Does SAP plan to fix this?
I added a document to the repository and then I removed it from the view. I then tried to search for the document using the Find Document in SOLAR02 and wasn't able to find it. I could click on the Business Process and view the history of the folder and it told me that it was removed but I couldn't find it to see who removed it of find the document so I can restore it. Am I missing something?

how did you remove the document ? Did you use the red bar ( which means remove link ) or the trash can (which removes the link and deletes the document) ?
In the history of the document tab you should see in the first column the user who has removed the document. Take the title of the document to search for it if you have used the red bar to remove it.
