Check for duplicate entries of personal data employees during new hire in sap hr form

Hi All,

I am executing On Boarding form, while hiring a new employee, I need to check whether a employee exists with the same personal data (Infotype 0002) which is entered on the form. If it exists then I need to throw error and ask User to Re-hire and not Hire. Can you please suggest some BADI. I have found one BADI HRMP_EE_DUPLICATE_HANDLER, but its for mass hiring. Where as I need the BADI for single hiring process from portal.

Please note: PA40 functionality is not active for the country for which I want to hire.
