Report question - Set Variables to mandortory

I know we can set up variable to be mandatory entered.

But is it possible to do the follow and how?

If I have two variables A and B, user have to enter A value if they enter B value. But not necessary to enter B if A value gets entered.

One option is to do this validation in user exit for variables (I_step = 3 ???), where a message can be thrown with the variable screen directing user for appropriate action.

Not sure if there is any other way of achieving this.

Do you have detail steps how to write the code? I don't know user exit. Thanks!
