UI development strategies for customer

Hi experts,

we are going to develop a portal application that will be used by customers. Customers will use portal for sales order create/display/change , Check Account balance etc. through internet. Should we go for either <b>webdynpro for java</b> or portal component development (through <b>.par</b>).
