How to enforce CharM in the Java Stack PI 7.4

Dear All,

Recently we have switched to using ChaRM on SolMan 7.1, we are running a dual stack PI system (7.4) and the ABAP Stack is functioning perfect.

We have configured the CTS project status switches so that ChaRM is mandatory for the CTS projects created in SOLMAN. However there were still some old CTS projects with TR's that needed to be transported throughout the landscape. Therefor we set the project status switches to "cannot be created" so all new TR's would be in ChaRM.

As said before, this works perfectly for the ABAP stack. The JAVA stack is somewhat of a blackbox. Today, one of our Developers managed to create a Transport Request in the Java stack because there wasn't any TR created for him.

How can we disable the creation of TR outside of ChaRM in the JAVA stack?
