help in Web Dispatcher

please help me in the configuration of my server port through web dispatcher..

the scenario is that i have a port say 15000, i need it to change it to 18000..

when i tried it through visual administrator it was not possible...

i found the alternate solution to be web dispatcher...

please guide me through the process of configuring the port...

also provide me the links to docs and pdf's regarding this matter...kindly help...
