Core service p4 failed. J2EE Engine cannot be started

Hello All,

We have just changed the IP address of the Virtual host and restarted the system and Dispatcher is not starting up. The std_dispatcher.out file shows an error. Has any one come across this error and if so what is the resolution . Any clues ?

Below is the error message
