Multiple PCRs on Pay Scale Issue

I have requirements for 2 wage types based on pay scale which required 2 PCRs

WT 1000 is a % of Basic Pay based on Pay Scale

Wt 1001 is a % of Basic with maximum amount based on Pay Scale

I created 2 PCRs and each of them worked fine but Unfortunately, when I added the 2 PCRs in the Schema and run Payroll only the first one worked and the second did not work and when I tried to put the second PCR first in the Schema the second one worked and the first did not

Please Advise how to handle this

add "addwt *" before outwptrfrst in rule 1002; that would leave that WT stored in IT table for consumption in rule 1003.
