bin systems for inwards and outwards

Dear All,

Business Requirement: the incomming stock to be distributed % wise among the different outward channels (retail, key accounts, distributors etc...)

How do we go about this..

While creating a delivery, if a specific channel tries to allocate the stock over & above specified limit of the channel the system should not allow it to carry out the activity.

Any suggestions are welcomed...
