is the error 'format has changed' or 'environment has changed', if it's the later it could just be that you havent saved config changes properly throughout the planning hierarchy, and just need to go back through opening the level package and layout up in edit mode and re-saving.
If it is the later I would suspect that the characteristic has not been flagged as dynamic in the first screen of layout config as if you don't do that it will complain when you assign a variable that doesn't return a unique value.
Have you confirmed the higher level char is the problem by setting it to a fixed value temporarily and see if the problem dissapears?
