SMS Outbound on Service Ticket creation

Hi Experts,

I am trying to trigger a SMS on creation of a service ticket to end customer. I have created the Mashup webservice, SMS channel and the workflow rule also. But still the SMS is not triggered.

My place holders are standard as mentioned in the document.

[#PHONE_NUMBERS]

[#MESSAGE]

Can someone help to fix the issue?
