How I can completely and permanently delete a released track and the DC's?

I am new in JDI environment. I implemented the scenario 3 tutorial.

I created a software component and catalog on SLD – then create a track and DC and activity on it. After creating and deploying a J2EE application the track was released.

for allowing another developer to implement the tutorial I remove the workspace and tracks as following:

1. Removing with dtrshell the inactive and active from the work place (deleteworkspace –w <path to work place>)

2. Removing the whole workspace via WebDav.

3. Deleting the track in landspace configurator in CMS.

4. Deleting the clients and local DC from developer studio.

5. Deleting the software component and Software Catalog and defined Namespace Prefix from SLD.

The problem is that when the developer try to implement the same tutorial after Importing Development Configurations from the SLD, he got the old (removed project) DC on inactive DC (DTR) of his developer studio and also the released track on transport view.

The question is how I can completely and permanently delete a released track and the DC's?
