Excel not starting from Planning folder

I have created a simple sales planning layout. I have gone to planning folder maintenance (t-code UPSPM) and I created a planning folder, moved my layout and variables and saved. When I go to UPSPL and execute the new folder I have two issues

1. The planing screen comes up in an ALV type format and not EXCEL. I checked the layout parameters and it is set for Excel and not ALV.

2. When the ALV grid is displayed I can't page to the right to enter data. The scroll bar on he bottom moves but the screen display doesn't move.

Any help would be appreciated.
