Merging queries with a N to N relationship

I am using Infoview, and cannot access Universe designer and Rich Client.

I have 2 queries where one has data as below

ParticipantID, Project ID (1:N relationship)

Another query has data as below:

ParticipantID, Commission Rate (1:N relationship)

Now I need to display data as ParticipantID, Project ID, Commission Rate.

I merged ParticipantID; Create a table with merged dimension ParticipantID_M and individual column ProjectID. Then if I create a detail variable with Commission Rate and use associates dimension as "ParticipantID_M", then it gives #Multivalue error obviously.

How to resolve this problem.

Different Project ID has different Commission Rate.

try with right click->format table->check "avoid duplicate row aggregation" and see.
