if i want to save a workflow in a local system SAP is not letting me to save when i do binding or when i assign agent . .

the problem is that i can't create change request as i am doing it in development not in sandbox

Are you working in sand box ? I don't know if in sand box we can create customazing requests that are importants to create bindings and events activations or asign agents.

Why don't you try using developement system ?
