I want to restrict user from viewing workspce. I want user to access scorecard only.He should not be able to click or go inside workspce. Is it possible.
You can share a scorecard with anybody, also non-IS users. Just copy-and-paste the URL generated from the Share option in the IS Scorecard.

What I need is:
If User A login to SAP IS he should only have scorecard view access.I want to blocked/removed access of workspace for User A

Workspace(X) Scorecard
don't want workspace view access.
Is it possible to do through Users and Groups in CMC. If yes what is the role associated with workspace restriction.
That's not possible with CMS security settings. But there's no need for it either. You can grant anybody access to the scorecards by just giving them that URL. If they follow the link, they get all scorecard features, but because they're not defined as a user in the CMS, they won't be able to connect and use any other IS functionality, incl. worksapce.

When we pass on the shared URL to the user it prompts up for login credentials. The approach only works when the user is defined as IS user and has access to the project to which the scorecard belongs. Am i doing something wrong.
1> Went to scorecard and clicked shared button and shared the URL with end users.
2> When end user access the URL he is prompted for credentials.
3> It works only when the user is defined as IS/CMS user and granted access to project.
Once I create an IS user the user can access IS workspace.
Is my understanding with respect to your answer right that non IS user can access scorecards
