Crystal Reports - Install Won't Start

I'm unable to install Crystal Reports 2016 SP2.

• I downloaded it from here: Crystal Reports 2016 SP2 (Build Version 14.2.2.1975):https://mdocs.sap.com/mcm/public/v1/open?shr=4BiTmff1VJW9aptotxAJ7QfjotYJeFnnRqHUD8SttgU
• Extracted it locally to C:\Temp.
• Right-Clicked on C:\Temp\DATA_UNITS\CrystalReports\Setup.exe and selected run as administrator.
• It prompts me to allow SAP SE to make changes to my computer.
• Then… nothing happens.

It could be anything like:

- corrupted download file

- antivirus blocking the installation or Data Execution Prevention
