Complete delivery flag ignored

We created an order for two items that was checked for complete delivery. One of the line items was missing the plant/shipping point so a quantity could not be confirmed and it was flagged a incomplete. When our standard delivery due list ran it printed a delivery for the second line which was available. I would have expected nothing to print until a plant had been entered on the first line item confirming a quantity and both line items were available since the order was set as complete delivery. I know the complete delivery flag is ignored if a delivery is processed through VL01n but is this stand behavior as well or is there a config setting I can change to prevent this? Thanks,

When you execute VL01N for an order where the complete delivery box is flagged, system will trigger a warning message with VL062 which can be changed to an error message via OVM1

I have simulated the same scenario and while creating a delivery through VL01N system shows below warning message with VL049 only and not VL062.
