Authorization for user status in support notification

Hello All,

I am implementing the service desk scenario of Solution Manager. The workflow including documents, actions, etc. works well now accept authorization. At meantime all users are SAP_ALL but in fact I want to manage authorization for user status in support notification. For example end user must be available to edit the notification only when the status is "NEW". Do you have an idea how to do that?
