Can you tell me how to setting up do not allow create transfer order with inspection stock of a warehouse number?

I agree with Raghu that this can only be restricted with an exit.
It might also be the only solution if you use automated TO creation, or high degree of automation in general
In a manual process is this rather a matter of organizing the own desk. Why would I create a TO for that material if it is clear that the materials have to pass quality inspection first.
You actually have to post the posting change notices to move the stock from Quality inspection into unrestricted use. This could then be used as trigger to create the TO to move the stock from the GR area into its destination bins.
The users also has an optical information when creating the TO, even it is just a tiny little capital Q that the quant is still in quality inspection and he can cancel his TO creation based on that information.
And finally it does not really matter if you move the materials first to the final bins and do then the posting change or whether you do the posting change first and move then. Both ways are possible. It is just so that you may have to select the quants manually if you place the GR quantity into several destination bins (which would of course harm an automated process)
Many things just depends on organization and available space.
If you have limited space in the GR area, then your goal is probably to move the goods away as fast as you can to make room for further receipts. This would usually mean you also move Q-stock into the destination bins.
If you have a high amount of failed inspections then your goal would probably be to wait for the quality inspection and not to move the goods fist to avoid moving it again to another area in case it did not pass.
The worst case is when you have no real strategy how to organize the work. Good strategies can be followed even when system is temporarily not available.

That has to be a huge amount to failure to warrant leaving material out of the warehouse before QM usage decision. In that case I would think the pre-warehouse staging area would run out of room 🙂
You will have to do this using a user exit or enhancement. Check the enhancements in SMOD - MWMTO* for all the user exits available to you. You will have to be careful to exclude the TOs that are created for the QM -> Unrestricted Stock transfer postings.
Bigger question is why the requirement? As long as it is in the warehouse you are only moving from one bin to another. You will not be able to sell Q stock material or move it out of the warehouse without jumping through some hoops in the first place.

Thank you for your suggestion.
We are now split type of storage bin by area (incoming, in-house, ...). So the requirement is: Only if quality check already then material just could be moved in-house. Now, system still allow move material with stock type Q, and some time worker may be wrong the rule.

For the scenario is:
1. Goods receipt from Vendor: Material stocked in Incoming area, storage bin A, type 902, stock category: quality inspection.
2. After quality check successful, material will be move into stock area by Transfer order
And my requirement is: if step 2 is not done, and material still is not quality checked yet, you can not move to other area via transfer order.
Do you clear my point? Please feel free if not, i will explain to you.

You requirement can't be fulfilled by standard configuration. You may can try development / enhancement where the logic will be, movement type specially 321 ( quality to unrestricted ) can't be used for the given stock type . Please take help of an ABAPer for vital inputs. Movement type can also be prevented in OBYC setting Under a certain Transaction Key but it is not reccomended as it may impact inventory posting.
