Hello SAP Basis Folks,
We are doing dual stack PI SPS upgrade with SUM SPS19, it got failed at COMMON-DETECT-SYSTEM phase.

Is yours a Distributed Installation?
Can you check if <sid>adm can access \\<SAPGLOBALHOST>\sapmnt\<SID>\SYS\profile location.
Also make sure the sapstartsrv (services.msc) for the central instance is also seen to be registered with the correct profile read from the above location: "D:\usr\sap\<SID>\DVEBMGSXX\exe\sapstartsrv.exe" pf="\\<SAPGLOBALHOST>\sapmnt\<SID>\SYS\profile\<SID>_DVEBMGSXX_<CI Hostname>" SUM uses this logic to read the FS to look for the SID directory.
In your case SUM is trying to access the local directory for the services .

In this setup, the profile directory under SYS(local) should not exist. However if it exists (i.e. E:\usr\sap\<SID>\SYS\profile), SUM tries to read the profiles from here.
You can look for more detailed error in log D:\usr\sap\P1P\SUM\sdt\log\SUM\COMMON-DETECT-SYSTEM_01.LOG
In order to resolve your issue
Stop the SUM UI and kill all the SUM processes.
Clean up the SUM directory.
Remove the profile directory from D:\usr\sap\<SID>\SYS since its not the correct profile location and not in use.
Extract SUM and start a fresh run of SUM.

- Yes, i have changed the SID and host names for confidential
- SUM extracted and placed inside the SID ( Ex usr/sap/SID/SUM)
- Yes, i have started SUM using <SID>adm
nslookup and revers lookup are good, please advise, if any.

It seems you have changed log file to not show actual paths/SIDS, making it little difficult to read through, as some places shows path as C:/.. at some D:/.. different SID, like ABC/P1P.
Did you extract SUM in <Drive>:/user/sap/<SID> and with user <SID>adm
Did you start SUM using <SID>adm.
Could you nslookup your hostname/IP to see if it gets resolved properly.
