Problem on transfer

Hi

At my client site,if an employee gets transferred from one unit, in the mid of the month,his payment will be borne by the unit for that whole month to which he is getting transferred.The unit from which employee is getting transferred will run transfer action from the first day of the transfer month.At the time of transfer ,his employment status will be inactive.Because of the status inactive, he is going to loose one day pay,i.e the day when transfer action is run.Other unit will run start payment action when the employee reports there.His employement status will be active. One more problem arises when transfer and start payment actions are run on the same day, the previous record is deleted.So if the unit from which employee gets transferred will not able to get any report for the transfer .

So please suggest so that,

Reports will be generated showing employee list gets transferred.

Salary will be taken care by other unit if transfer takes place in the mid of the month.
