SAPINST won't run because "it says" j2ee engine too low

I have "successfully" installed the j2ee patch 40 for WAS 6.20. I have installed the java libs and the likeyos patch. The j2ee engine appears to be up and running and in fact says it is at this version:

SAP J2EE Engine version 6.20 PatchLevel 106245.20 is running!

However when I run SAPINST to install portal patch 40 it gives me this message:

SAP J2EE version does not fulfill the patch requirements. SAPinst stops. Update to SAP J2EE Engine 6.20 with patch level 21 (70633.20) or higher and run SAPinst again.

What gives? Can it not count to 6 digits? 106245 > 70633.

Any help would be greatly appreciated since I am stuck in the middle of my install.
