How to Use SBO_SP_TransactionNotification ?

Can any one tell me where to use this procedure.

Can i use this SP to validate various fields on any transaction form ?

for eg. suppose user enters wrong tax code and at such moment respective form`s transaction should not take place untill user/end user selects proper tax-code.

Have any one used this procedure ? Plz provide any help which u have for
