These transactions (in addition to some programs and function modules) are made available through the GRCPINW plugin in the backends (including SAP ECC).
Even using "Decentralized Firefighting", most of the functionalities depend on GRC-AC and you would have to develop a Frankenstein at your ECC for them to work and make sense without a GRC-AC system.
