Business Partner did not create automatically from customer

Hi all,

Long story short, I've taken over the collections management process at my place of employment only 1 month ago, and recently noticed an issue where no one has experience.

Of 130,000 customers, only 67 business partners did not get auto created(config is all correct). The error I'm receiving for all 67(in looking through post-processing office) is "Business partner with GUID F29D6DFFA36F1ED783B51B0E51599D00 does not exist"(with a unique GUID for each failed customer/BP). I then went to SE38, ran ZCUSTOMER_LINK_CHECK_REPORT, successfully was able to remove the link inconsistencies. I re-ran the mds_load_cockpit for the customer, it failed with the same GUID error, however when I go to table BUT000, the business partner appears as if it's been created. To test, I then went on to add collection profile to this Business Partner(because it didn't automatically), assign a processor, create open items, and use fdm_coll_send01 to send AR data to collections and it inevitably failed. I'm not exactly sure what's happening here. I have tried this for 4 customers to verify, and the result is the same. Any help or insight would be appreciated. I can leave screenshots or reply with more information to clear anything up.
